Lockout lasts for 15 minutes, Add Unlock Function

In ArcGIS Portal when users login several times in a matter of a few minutes (in a testing scenario) or logging in with the wrong password 5 times, 15 minute lockout occurs.  There is no unlock function to unlock the user if you are needing the user unlocked.  Please add capability for administrators only.

add me to the list of people who would like the functionality to unlock a user. It's also really fun when you reset a password and the generated one has more than a couple ambiguous characters such as l or I.

I've had a misconfigured automation with an old password lock me out of my admin account, parsing through logs and finding what caused it isn't trivial. This mechanism should lock out the offending IP and not lock the user.
