Please provide us a complete list of all known bugs and limitations found in a new release.
It is important to be aware of those bugs, especially if they have not been fixed / no patch is made available to this point. https://support.esri.com/en-us/bug cannot be filtered by Product and Version to my knowledge, it also does not list all the Bugs that were reported through My Esri. My Esri also only shows bugs reported by the own org.
When preparing an Installation or Upgrade it is crucial to be aware of certain bugs that may affect your workflows/planning. Example: I want to be aware of this BUG-000177434 for Portal for ArcGIS, so I do not need to waste time troubleshooting, only to find out this is a known issue with a workaround.
We need something like this:

Looks like this search _may_ do what you are suggesting? I do note that the latest version number (11.5) is not available and selecting "Current" does not work. I modified the url to be 11.5 manually.

Before any update or upgrade there should be a note in the documentation to check the known bugs for issues that may be of importance.

It should be added to the documentation that checking the list of known bugs is recommended and a link is provided directly in the docs to the full list.
Also, no bugs should be listed as fixed, if no actual patch for that version was released.
Currently we need to double check if something has actually been fixed in a release.
I love this idea! And in the meantime, I will be using this post to track some of the issues in preparation for our 11.5 upgrade.
Also, related to your comment about bug statuses. I don't quite understand how a bug that is "non-reproducible" ends up being "resolved" in an upcoming release. How can a non-reproducible bug be resolved if it didn't appear to be an issue (from Esri's side) in the first place?
Great idea! Trying to succeed with getting positive test results for the ArcGIS 11.5 upgrade process has been an adventure in figuring out what's a bug/not going to work no matter what and what can be worked around even if it is a bug.
Lots of issues in this one. I've been hit by the Tomcat issue with GIS Server upgrade where the upgrade loses the previous configuration and leaves the GIS Server asking to join a site on every Server upgrade test. Portal Tomcat upgrade testing seems to be working fine in my configuration.
A list of all existing and unpatched bugs in the installation media would be super big help to those of us who are tasked with making the installation/upgrade work.
