Let ArcGIS Online Credits Reflect Licensed User Types, Regardless of Activation in Online or Enterprise

ArcGIS Online credits are currently only applied to accounts that are activated in ArcGIS Online. If those same licensed user types are activated in ArcGIS Enterprise (Portal), they don’t contribute to an organization’s credit pool—even though they were fully licensed under the same agreement.

For organizations that primarily manage users through Enterprise, this can be an unexpected limitation. Teams may find themselves needing to use ArcGIS Online tools like geocoding, routing, or spatial analysis—only to realize they don’t have enough credits available, despite having paid for licensed user types.

Please let credits reflect the number of user types purchased, regardless of whether those accounts are activated in ArcGIS Online or Enterprise. From a user’s point of view, that’s the most intuitive and consistent approach—and it would enable more people to take advantage of the capabilities they already have access to.

This would be especially helpful for agencies and organizations with hybrid deployments or Enterprise-first setups. It removes the need to activate or manage accounts in a particular platform just to unlock what's already been licensed. It also supports Esri’s larger goal of delivering a flexible, integrated GIS ecosystem across both ArcGIS Online and Enterprise.
