Allow date fields to be filtered by "today", "this month", "this year", etc. in MapViewer or view layers.

When using ArcGIS Dashboards, you can filter an indicator by a date field by a period of time (i.e. Today, This Month, This Year, etc.). In MapViewer or when creating a view layer in Enterprise you can only filter by a value, or filter by "within the last" X amount of time. However this is obviously a different way of filtering if you filter by "within the last month" versus filtering by "this month".

We are trying to filter data in a dashboard on the indicators and the map in the same way using the date field and currently there is no good way of doing this. Filter capabilities should be consistent across all apps/platforms in Enterprise and other Esri products. Otherwise things are disconnected, inconsistent, and applications created for end users appear to be less than a professional-grade.

If you look at the back-end JSON, you can see the "past month" filter is really just using the current timestamp and an interval. We've played around with manually inserting those statements into other places through editing the JSON, and it seems to work. Would be much better if it were officially supported, though.
