Did you explicitly assign the Drone2Map license to a specific Portal member?

Yes that has been done. It seems to validate the Portal license through the popup login window, but as the program opens, it gives that popup saying 'user is not licensed to use Drone2Map' even though the Portal page says the user is licensed.

Is the Portal member you've licensed level 2 and has a publisher role?
After you licensed Drone2Map did you restart the app to ensure that changes took effect?
Another suggestion to try and troubleshoot: verify that you've enabled the Drone2Map license to Portal correctly.

Issue was we had a custom role, that Portal wasn't recognizing as a publisher. We have since fixed the issue. Thanks for everyone's help.
