Any one with an idea of what causes the 'not fully configured' message and how to fix it

Have you verified that all of the services supporting those widgets are using HTTPS and not HTTP?
Yes. The dashboard is only using one service and it is https.
Do you see the not fully configured text if you view/edit the dashboard in firefox? Several dashboards have exhibited that behavior for me previously in Chrome but when viewed in Firefox they worked fine (have seen this with publicly shared ArcGIS Insights workbooks as well).
