ArcGIS Pro License : Subscription license - will expire when maintenance stops

Hi Peoples,

After discussions with Esri Australia, it is our understanding ArcGIS Pro is only available as a subscription, cloud based license that will expire if you choose to stop paying maintenance. This would appear to be a paradigm shift in the current permanent license model.

It is also striking there appears to be no Esri documentation spelling this out.

Were other people aware that ArcGIS Pro is a cloud based subscription license, that expires if you stop maintenance?

I have had some correspondence with the ArcGIS for Desktop team, and can let you know they appreciate the feedback, and are listening to what you are saying.

It was never esri's intention for users to lose access to their work due to whatever reason they may have for not being able to continue with maintenance, and esri are seriously looking into ways in which this can be addressed in the future.

I would suggest once esri finalize the details, they will make a public announcement.

Thanks to all that read the thread, to the replies, and the professionalism of all. We can, and do make a difference.

So, as with Desktop--look to be able to script to modify registry to convert between Single use, Named User, and Concurrent use.

Yes, you will be able to provision the Concurrent Use or Single Use licenses through My Esri, and continue to use the software and access projects. However, you will no longer receive updates to the software. You can choose to get back on maintenance at any time at the Esri Maintenance Program page.

ArcGIS License Manager 10.5.1 fully supports concurrent use licensing for ArcGIS Pro. If you already have your Pro licenses loaded into the license manager they will carry over to the 10.5.1 LM when you upgrade in-place.

One key NEW feature with the ArcGIS Pro 2.0 install package is the addition of several new install properties for the package.

ArcGIS Pro 1.4.1 you only had one property (ALLUSES), with 2.0 you have the following:

msiexec /i ArcGISPro.msi ALLUSERS=1 ESRI_LICENSE_HOST=<license server> SOFTWARE_CLASS=BASIC AUTHORIZATION_TYPE=CONCURRENT_USE

So for the first time Enterprise deployments are practical.

There is new major release of ArcGIS Pro - 2.0.

Additionally ArcGIS License Manager 10.5.1 or later is required to manage ArcGIS Pro 2.0 concurrent licenses. The copy protection mechanism for ArcGIS 10.5.1 Concurrent Use has been updated. This update requires that ArcGIS License Manager 10.5.1 be installed to support these products.

Does it means changes in licensing model of ArcGIS Pro? Can anybody confirm that ArcGIS Pro supports permanent concurrent licenses?

I love ArcGIS pro.

Before I develop my templates for final delivery I wanted to check, can I deliver a project to a client, with a single ArcPRO license that I pay for upfront in full that wont expire. (They wont accept a product they can only access for 1 year)

Is this possible?

Just as a side note, if you have ArcGIS License Manager 10.4.5026 (which came with prerelease 10.4) you need to uninstall it and load the production 10.4.5524 version.

It is interesting to see that ArcPro now has its own license codes instead of using those for ArcInfo, ArcEditor, ArcView, etc. You have to provision these from my.esri.com and then authorize on your license server seperatly from your Desktop licenses.

Hi Graeme,

Single Use licensing will be an option as well. With the addition of this option, if you are unable to remain on maintenance, you can choose to have your ArcGIS Pro license "locked" to one machine.

Think of it this way, the licensing options that you currently have with ArcMap/ArcCatalog are now options for you with ArcGIS Pro (in addition to Named User licensing).

One thing that video does not mention is Single Use licenses.

It clarifies Named Users and Concurrent Licenses but does not describe how someone with a Single Use license (like me) continues to access ArcGIS Pro if/when their Maintenance lapses.

I hope it is not suggesting that the simplified licensing that Single Use provided will be converted into Concurrent Licensing for one, and require the running of a license manager.

I hope someone from Esri can clear that up because I suspect that your concerns were around Concurrent whereas mine were around Single Use.

They are not acutally "revoked", your ArcGIS Online subscription expires thus you can't log on and get the license. You can fource ArcGIS Pro to "download" the license (while you are still on maintenance) the first time you login so you don't have to connect to AGOL every time you start ArcGIS Pro.

We are not in a position to begin using the latest software on live projects until we have reassurance that we will be able to continue to open our maps as you described here:

SIngle Use License - if you discontinue maintenance, a user may request a release locked standalone license for Pro. Pro will not be eligible for updates. It will open *.aprx's and be locked to that release where maintenance was discontinued. One would still have access to ArcGIS Online/Portal services.

You're welcome Matt. To clarify the "may request" - if a customer chooses not to renew their maintenance, no problem. The customer would contact My Esri/Customer Care Portal and download the release locked Pro license to continue using Pro.

As this information has been public for many months, I highly doubt Esri would go back upon it. Caveat - I do not work for the Esri Pro Dev Team and am an Esri ArcGIS Pro/Desktop/ArcSDE Instructor. This is what I've been able to ascertain from conferences, discussions with the Pro Team, etc... With regard to investing workflows in Pro, you can run parallel workflows in ArcMap and ArcGIS Pro concurrently. If and/or when you choose to switch to ArcGIS Pro is up to you and your organization. Hope this clarifies my comments.

(I also note that "may request" is not the same as "will be given". 😉 I'm not trying to cast aspersion or intimate that Esri won't follow through, I expect they will, I'm just not going to allow our organization to invest in Pro until the dust is settled and ambiguity erased.

No public announcement per se but at the 2015 International Users Conference, ArcGIS Pro presenters in the Technical Workshops mentioned new licensing options for Pro 1.2 (scheduled for Q1 2016).

Concurrent licensing - uses same/similar ArcGIS License Administrator as ArcMap.
SIngle Use License - if you discontinue maintenance, a user may request a release locked standalone license for Pro. Pro will not be eligible for updates. Our Esri account manager has confirmed there is something in the works for Desktop-like licensing for ArcGIS Pro, with an expected availability of Q1 2016 with the 1.2 release.

"we plan to offer “role-based” term licensing for on-premises deployments in the future. ...We want to assure our user community that this [subscription licensing] is an alternative, not a replacement, to how we provide our software. ... we are working on a license enablement process that will allow customers to continue to use their ArcGIS Pro licenses. [in event of lapsed maintenance]

* Please note, however, that your Named User login credentials for ArcGIS Online or Portal for ArcGIS accounts will remain expired until you renew your ArcGIS for Desktop maintenance.

* If you want to use ArcGIS Pro with either ArcGIS Online or Portal for ArcGIS, you will need to renew your ArcGIS for Desktop maintenance.

So with this revised model it's only the online portions of ArcGIS Pro which will get turned off or become unavailable when the subscription lapses. That sounds fair.

I look forward to seeing the particulars before I rest easy though (the devils in the details and all that).

We have the same event in Brisbane on Friday too. I'm yet to speak to an ArcGIS user who thinks switching people who purchased perpetual licensing for Esri's desktop GIS to licensing that can be revoked on non-payment of maintenance is reasonable. Open source advocates just find the discussion amusing.

What I find interesting is there a paradigm shift in the way the licenses are managed - but have you seen an announcement from Esri in relation to the new license model? Is it obvious from the documentation there is a change? When you talk to the Esri client managers, why are they so sheepish about it?

It appears to me Esri have implemented a new license model by stealth, and really don't want to discuss it, or the implications of the pricing model, or the business implications to their enterprise customers.

We can sit around and complain about it, or we can stop wasting our breath and do something. My aim is to make people aware of the change, and to think about the implications. Then to talk to Esri if they are not happy.

Esri are a good corporate citizen and do listen to the users. I believe if people act now, we can make a difference, and we can make a change. Or we can sit around and complain.

Do something. Call your client manager and ask for a meeting. Bring it up at your local Esri events, bring it up at UC. Have those conversations with Esri. As Jack says - you can make a difference.

There is another issue here which has bothered me because much of my work is out of range of cell phone service, or is in locations where the roaming or local service charges are very high, prohibitive. That issue is the movement to the cloud which may be great for areas where cell service is ubiquitous, and data plans are no more costly than plans for dumb phones. I suppose ESRI is moving to the cloud as is every other major IT firm, but for a specific group of users, this is not a benefit, which raises the question, why pay for it? There is a lot of data being served, but for my situation, very little has relevance.

Anyone going to this year's ESRI User Conference should make their feelings known! We have two concurrent pools of licenses, one pool of ArcView and another pool for ArcInfo. Over 400 users share a total 60 concurrent licenses but there is nothing analogous to this in the Arc Pro named user licensing model. Because we have an ELA we had to pay for the 50 "named users" we have and didn't receive any for our concurrent licenses!

I am just installing the latest release of ArcGIS Pro, and was interesting in the license agreement that comes up in the dialog that everyone just says “I agree”.

My understanding is that ArcGIS Pro is a “Term License” as per the definition, and is not available as a “Perpetual License”, as per the definitions.

8. "Term License" means a license or access provided for use of a Product for a limited time period ("Term") or on a subscription or transaction basis.
9. "Perpetual License" means a license to use a version of the Product, for which applicable license fees have been paid, indefinitely, unless terminated by Esri or Licensee as authorized under this Agreement.

Esri may want to alter the license agreement everyone signs off on. State that ArcGIS Pro is a Term License only at the very least.

At the very minimum, Esri could stick it in the notes, as you have with the Home Use Program.

All ArcGIS for Home Use Program Products are provided as Term Licenses and are identified on Esri's Home Use Program website found at http://www.esri.com/software/arcgis/arcgis-for-home or Licensee's authorized distributor's website.

If you do not pay/maintain your license I imagine you lose your rights. Somebody has to pay for the service. The larger issue here is the business model, the cloud, competing software and hardware. This is a very big company and their customer service model is not designed to meet the needs of individuals, but rather of large organizations. We must be grateful that such good software is even available to us, but many of us are not pleased with what seems to be a loss of service to the user. Increasingly some other software options are emerging, and I expect this trend to continue. Can this company respond? I suspect not in the way we might wish.

ArcGIS Pro is, indeed a subscription license. ESRI has not been very forward with this fact simply because they know it is unpopular. I was at a presentation where it was discussed, and even the staff were sheepish about it.

I believe we need a user insurection to change this model. Esri has been an exemplary organization for most of it's history. This seems to be a major turning point. Support for older platforms is disappearing at a more rapid rate than it used to, and now there is a huge marketing message about ArcGIS Pro's wonderful function, and a timid whisper about the new protection racket that will hold us hostage to whatever they want to charge to keep using it.

I don't know who infected their corporate culture with this parasitic approach, but I'm sure they have been emboldened by the other vendors that have moved this way. That still doesn't make it right, especially in a field where there are so few options.

This summer's user conference should be an opportunity to organize a large voice in opposition to this change. Hopefully Esri's culture has not also abandoned the element of listening to their customers.

You cannot use ArcGIS Pro if you stop paying maintenance for ArcGIS for Desktop. Remember ArcMap is a perpetual license, whereas ArcGIS Pro is a subscription license tied to your annual maintenance. You will be able to continue to use ArcMap if you don´t pay your maintenace just like now. But you will not be able to use your entitlement to online or ArcGIS Pro if you don´t stay current on maintenance.

Graeme - correct. If maintenance lapses or is not renewed, then the use of ArcGIS Pro is not available. But your ArcMap/ArcCatalog licenses remain at their last maintained release. As far as software costs, that's a question for our sales team as well as the executive team - well above my pay grade.

I believe the issue is that if the access ends when maintenance does, that creates a problem where an organisation may pay a large sum of money for full access to all products, with an enduring licence to continue using them unsupported outside maintenance, with Pro being an exception to this. I don't have access to the ELA contract, so I don't know what the exact conditions around this are.

The equivalent example would be Microsoft releasing a new replacement version of Word+Power Point (bring the two together into one application, with enhanced online collaboration) alongside the existing standalone products, but can only be accessed online (through 365). So even if you licenced the full suite, your use of this program would be prevented if you do not keep up your support, even though you had already paid for it. Which is not how this type of licensing has traditionally worked.

Robert LeClair mentioned that "It comes with ArcGIS for Desktop at 10.3" - so the conclusion I make from that is that if you have paid for a permanent licence for 10.3, you should also have one for Pro seeing as 'it comes with it'. In the same way that extensions you have licensed also do not expire.

I guess the concern among users is that some time in the future obviously Pro will become the replacement for Desktop, yet Pro is not available under any condition except a subscription model, so if you fail to keep paying, you will lose your entire GIS capability.

I'd say, that is one good reason to try and lock your database technology with ESRI goedatabases, and use native spatial database technology with the RDBMS of your choice. This was if it does expire, you can still access your corporate data with opensource GIS software like QGIS.

My position is not that of a new user/license. I have chosen in the past to renew Maintenance and this year the timing on that was entirely based on gaining access to ArcGIS Pro 1.0.

It would not concern me in the least to lose access to ArcGIS Online or Portal for ArcGIS when/if my Maintenance lapses. Last year I used 0 of my 100 credits and so far this year I have used 1 of 100 credits. After using ArcGIS Pro for some time, I suspect I may start to use more, maybe all, of those credits, but at the moment I look at ArcGIS Pro first and foremost as being a replacement for ArcMap as my desktop GIS application which is why I assumed that the flagship desktop licensing model I signed up for would remain perpetual. The importance and positioning of ArcGIS Pro as a desktop application is evident from the opening sentence of its Help:

"ArcGIS Pro is the essential application for creating and working with spatial data on your desktop."

I'm not sure if you realize how expensive ArcGIS for Desktop maintenance is in Australia but on the related poll thread I am talking about the Annual Maintenance and not the purchase price.

When you purchase ArcGIS for Desktop you now receive access to a number of new things.

First of all, you still get the latest and greatest version of ArcMap and ArcCatalog as you have in the past. These applications continue to be licensed as they have in the past. Additionally, at no extra cost, you receive access to a new application called ArcGIS Pro and access to ArcGIS Online or Portal for ArcGIS (your choice) via a Named User account. In turn providing you with access to data, ready-to-use apps, and the entire ArcGIS platform.

Your first year of maintenance is included in your purchase and this entitles you to updates to the software, software support and additional benefits. If you choose not to renew your maintenance after that first year, your access to all of these additional pieces (ArcGIS Pro, ArcGIS Online, Updates, Support, Etc.) no longer applies. Also, to answer a related question on the poll thread, the yearly cost of maintenance is not the full price of buying new software.

To summarize, you seem to be confirming that if ArcGIS for Desktop Maintenance lapses then licenses for its ArcGIS Pro application are revoked.

For me that is incredibly disappointing because:

I am otherwise very excited about ArcGIS Pro
I feel like something I bought into from my own pocket has significantly evaporated

Changing license models in exchange for a much reduced annual cost (perhaps $1,000 for Standard) would be far more palatable.

You are correct that ArcGIS for Desktop (not including ArcGIS Pro) are perpetual licenses. If you discontinue maintenance, then a user can continue to use ArcGIS for Desktop (i.e. ArcMap, ArcCatalog, etc.) without future upgrades. ArcGIS Pro uses a new licensing model that is subscription based. As long as user is current on maintenance, they may continue to use ArcGIS Pro. Many software companies moved to the subscription based licensing model a while ago. With ArcGIS Pro, Esri uses this model. It is a paradigm shift from perpetual licenses certainly.

As to the why's of changing the licensing model, I'd had to defer to the ArcGIS Pro team as I'm an ArcGIS Pro Instructor for Esri. Hope this clarifies the question.

This seems to be the way things are moving. Eg all of the Adobe products on my machine will stop working if I stop paying.

The happy trade-off with Adobe is that it's much cheaper for me to 'rent' than buy them outright - I'm not sure if this is the case with ArcGIS Pro.

It is interesting your have raised that point. At the beginning of March, even though we had the purchase order in for our maintenance, we saw our licenses for ArcGIS Pro go to 0 (the big Zero). It took Esri over a day to fix the problem.

This is what made us aware of what would seem a shift in the licensing of ArcGIS. I don't think people are aware of this change.

I suspect a shift to subscription licenses should generate some debate and discussion, so please feel free to contact your Esri manager to discuss further and confirm this advice is correct.

When maintenance lapses it would seem fair that ArcGIS Pro upgrades are withheld (like they are for the rest of ArcGIS for Desktop) but I cannot see why entitlement to use the last version downloaded should be revoked. After all, I suspect that it is our ArcGIS for Desktop Maintenance (by far my biggest expenditure item each year) that will have been funding the development of ArcGIS Pro.

Perpetual ARC/INFO licenses rolling over to perpetual ArcGIS for Desktop licenses would seem to set the precedent for rolling over to perpetual ArcGIS Pro licenses.

To be able to access the upgrades is the only reason I pay Maintenance each year and I have been doing that on the assumption that entitlement to use the software supplied by that Maintenance would be uninterrupted even if my payment was not always made by its anniversary.

I'm glad you raised this here.

"As long as your desktop licenses are maintained, the associated ArcGIS Pro licenses will remain available. Should you decide to not renew the maintenance, the core Desktop software (ArcMap, ArcCatalog) will continue to work, but the associated ArcGIS Pro licenses will be revoked."
