I just talked to the lead developer of MapSAR, Jon Pedder, who said it works on 10.3.

I ran in to this same issue. In my case, filling in the logo field in the Incident Information layer solved the problem. The script must be looking for certain fields to be complete.

The MapSAR website says it works on ArcGIS 10, 10.1 and 10.2. Maybe we have to wait for a stable release of MapSAR for ArcGIS 10.3.x. Some tools of MapSAR for ArcGIS 10.2 might work in ver. 10.3 though.
Ok, I went through the steps and didn't have any problems, so I would say this is not a problem with 10.3, but some other issue. There are some troubleshooting tips in the checklist PDF:
-The DDP Script Tool in MapSAR won’t create Assignment maps.
The error message is:
Assignments Selected are [1, 2, 3]
There is no assignment # 1 in the system
There is no assignment # 2 in the system
There is no assignment # 3 in the system
a. I’ve found this to happen when you choose the wrong SAR Incident folder containing the Assignment DDP templates. MapSAR will retain the last project folder you were in as default, so check to make sure you’re in the current project and path to your current project’s map templates.
b. If the problem persists (as I had happen once) it might be related to a .Lock problem (above). Save, Close out, delete other ArcMap.exe process then try again. Use the Unlocker utility.
c. If the MapSAR DDP Tool (the icon) still doesn’t work, the standard Data Driven Pages Tool Bar will still print your maps. For that workflow, see the Using GIS for Wildland SAR book, Exercise 8A, Print for how to do it.
That's exactly how I did it.
Did you create some assignment polygons? If so, did you create them by digitizing polygons in the Assignments layer?
I didn't have that problem. I never encountered anything until I tried to print maps.
I dunno, it worked for me. Did you follow the directions on the Localizing MapSAR PDF?
I gave it a folder for the target, but the tool (in the copy_tree call) copies the actual source folder (new_incedent) into the target folder making the geodatabase one level further down the directory tree than the tool is expecting, so when it tries to set the spatial reference on all of the feature datasets and feature classes it is getting empty lists.
That tool worked fine for me so far. I believe you can only use a folder as a target.
I'm hung up on the set spatial reference tool (Set_Spatial_Reference.py). The distutils.dir_util.copy_tree call copies the source folder but the target geodatabase is missing that folder in its path. How do you get to the python file the tool on the MapSAR maintenance toolbar uses? It references the assembly cache as in Sephe Fox 's error message above.
As an exercise, I'm going to go through the process. I'll let you know what happens.
I've been having problems with the Make Map button. When the script runs, it says that no assignments are found and does not produce any maps.
I have MapSAR, and we just upgraded to 10.3 yesterday. The Toolbar appears as before, although I haven't tried doing any analysis with it yet. I opened one of the tools, and did notice the error message below. I'm not certain though, that this is due to the upgrade.
I just downloaded it and ran the 10.2 bat file and didn't get any errors.
