Add "measure area" task to widgets for hosted ArcGIS services

Similar to the measure functionality in ArcMap, a widget for the hosted web apps would enable users to click around a feature and return the area in specified units.

Some of the fully-hosted apps like the Basic Viewer come with a measure tool and some of the apps do not. Since we are working with geographic data it seems like a no-brainer to add that funcitonality to all of the fully-hosted apps. If Esri thinks they aren't needed for all of them then perhaps a nice enhancement would be the ability to turn on/off that funciton in the config.

Shouldn't have to be a programmer to fix...
