ArcMap should have some way to create flow map arrows from attributes. Examples:

Is this not simply drawing a polyline and just changing the symbology (line thickness, end symbol)?

Hornbydd, your suggestion is to draw arrows manually as a polyline. This idea is about automating creatuion of the arrows. E.g. in Layer Properties > Symbology you could have a 'flow arrows overlay' symbology. There you would FROM and TO field identifiers, set arrow with and colours based on attibuites. The tool would then create the arrows as annotation.

Great idea and really useful when a quick representation of movement is requierd (especially prescient when in the field with MapAction as time is limited)
