It would be useful to have the option for embedding hyperlinks in the layer description field.
This capability is already offered in ArcGIS Pro. In the Layer Properties dialog, Metadata tab, with the layer metadata set to be editable, you can select a string in the Description or Use Limitation, and click the Hyperlink button to add a hyperlink:
