Hallo Matthias,
sdedb2.jar ist Bestandteil des SDE client-side support und JMCTool.jar ist Bestandteil eines Spatial Analyst GP Tools. Beide sind auch essenziell in ArcGIS Pro für den Server Support dieser Tools.

Laut den Systemanforderungen von ArcGIS Pro 2.1 wird das nicht benötigt.

Eine letzte Frage wäre, ob die beiden Dateien eine lokale Java-Installation brauchen?
