WebApp Builder-Developers Edition without using AGO maps

Is there a way to get the WebApp Builder-Developers Edition to work with internal map services and not those published through ArcGIS Online?

Or will the workflow for creating apps include the necessity to tie the app to a webmap published in ArcGIS Online?

Thank you Robert & Anthony,

I will look at the LocalLayerWidget. Hopefully the basemap requirement will change in the future. Although I like AGOL for certain uses/application, I would also like the freedom to NOT use it.

Unfortunately your basemap still needs to be served via AGOL or Portal
