Can anyone tell me if PostrgreSQL version 9.4.5 will work with ArcGIS 10.3.1? I can only find minimum requirements, but nothing about newer versions. I know in the past it has been fussy!

No, PostgreSQL 9.4.x is not supported with any released versions of ArcGIS yet.
