why wms world imagery show map data not yet

The problem is that from an aplicicon created in arcgis viewer for flex 3.7. I downloaded the application to dispatch it from my IIS server, but when I zoom in on the image a gray background appears with the message "map data not yet available".
This same service on a web map works correctly and does not give that message.
What parameters can I put in the config.xml so that I can control the view and that message does not appear?
