Labeling woes

Question

Since there still does not appear to be an option to convert labels to annotation, what's the workaround to labeling when you have a ton of overlap.  I cannot migrate to AP without this feature or some other solution that allows me to better place overlapping labels in my maps.

I had a similar problem.  Ended up searching for the document on Google.  I noticed that it's the same link Wendy posted, but the only way it works for me is by copying it to the clipboard, then pasting in the search bar.  If you simply click on the link provided, you see an error message.
