I'm trying to display fire response data in MM:SS format. Can Arcade be used to help show these times? Or does anyone else have another solution. For example I would like to show a gauge with the time as 03:57 instead of 3.95 Minutes.

Arcade is not available in the guage element in Beta. You can however use a custom Arcade function to convert time from minutes as fraction to minutes:seconds in list and indicator elements. This blog has great tips on converting and formatting time using Arcade. We also have a Geonet community dedicated to ArcGIS Dashboards Beta that might be of interest to you.
