I've been trying to import a .mpk file (https://www.arcgis.com/home/item.html?id=a3d12c804b5148f3b6645725f0eab153) through the portal in ArcGIS Pro; when I search for it and select "Add and Open", it does not show any error messages and downloads the .mpk file to the "C://.../ArcGIS/Packages/" folder but nothing else happens (map doesn't populate/open). I've also tried extracting the data from the .mpk file in ArcMap using the extract package tool. However that is also running successfully without showing anything exported in my folder post-process. Can anyone else replicate this issue and is it possible the .mpk file itself is empty or am I doing something incorrectly? New to using ArcGIS Pro and I'm not sure how to troubleshoot.

Try to Extract Package—Help | ArcGIS Desktop
This tool will create a new folder and extract the MXD and the data into separate folders. You may then open the MXD or Import Map option on the Insert tab in ArcGIS Pro.

In ArcGIS Pro, does the Import Map option on the Insert tab work?
For ArcMap, just double-clicking the map package from it's file location should work to open the map package. Is that successful at all? Keep in mind, sometime map packages take a while to open as they include data.
If not, maybe try a different map package? There's one publicly available that opened without issue for me here:

If that works, and the original doesn't, it may be a problem with the map package itself.
