Getting Near_Dist of 0 when I know I shouldn't

I'm doing a basic Near calculation between two layers (each with point attributes) and I'm getting 0 for near distance when I know it shouldn't be 0. What am I doing wrong?

have you check the number of decimal places that the field is showing in its properties? and the input files have the same coordinate system?
