I have been able to add the queried layer this way before. Anything I am doing wrong?

Hi Brandon,
Try just adding the REST Service URL:
https://services9.arcgis.com/ZP6Sg2L0zjLDGQa9/ArcGIS/rest/services/CAMS_ADDRESS_LANDMARK/FeatureServer/0
You can then apply the filter in the Web Map.
