Operations Dashboard filter map layer not showing up?

I'm creating an operations dashboard for my company in ArcGIS Portal and I want the map to filter the point file based on a project manager selection. The indicators and charts will filter, but the option to filter the layer does not appear. Is this a version issue or something more? I'm able to do this same task in ArcGIS online. I've attached images from Portal and Online to show the difference.
