Determine Text Collation of GIS Service

I came across an issue the other week that I thought would have a simple, straightforward answer after consulting the online documentation.  Unfortunately, the issue only got more obtuse after consulting the documentation and diving deeper into it.

In short, how does one determine the collation of text fields for a GIS service using the REST API?

OK, since this is getting no traction, I will rephrase my question.  The reason I am interested in collation is I need to determine whether querying strings for a GIS service are case sensitive and accent sensitive.  If there are options in the REST API to determine case sensitivity and accent sensitivity of a given text field, that would meet my needs without having to know the specific collation.
