Since proxy files have not been updated for about 2 years, and during this time new versions of PHP have been released, proxy files cannot be used for Arcgis java script. What is the reason for not updating files? What is the solution?
Try reporting the problem by adding an issue on the GitHub page then.

But it has problem for file uploading. When we upload by services that has proxy, the arcgis java script can not upload the file. but when upload without proxy, every thing is ok!!!

I do not use the PHP Proxy but according to the esri resources site the PHP version was updated 7 months ago.
