Editing Polygons in Explorer Desktop 2500

Hello all!
I'm extremely new to GIS, so please bear with me.  I'm trying to create polygon notes, and I want to edit them by:

merging adjacent polygons
splitting a polygon along a line
changing individual vertices

Nothing too sophisticated or analytical.  Is ArcGis Explorer capable of this, and if so, how?

To my knowledge, ArcGIS Explorer does not edit polygons. It's more intended as a free and easy to use data viewer. Someone might perhaps have written an add-in that could do that, but I've not yet found one.

You might consider ArcMap, which does those functions out of the box.
