How to edit Contacts Manager in Metadata ArcGIS 10.4.1

As far as I can tell, the Contacts Manager is showing all of the various contacts you have loaded throughout the metadata record. I don't think you can edit anything on the Contacts Manager tab. The contacts you have loaded may be in several different places, including:

* Overview > Citation Contacts
* Metadata > Contacts
* Resource > Lineage > Process Step > Processor
* Resource > Points of Contact 
* and probably other places
