Access Notice Stuck / Failing to Change or Turn Off

So we performed a Domain Change on our Production Enterprise Portal (11.5) over the weekend. We previously tested this in Dev and our Sandbox, and the execution went off with out any major hiccups, nor have we had any major issues afterwards. The minor exception is our Access Notice cannot be changed or Turned Off.

Before the domain change, I had a notice set up for two weeks explaining when the change was happening. After execution I changed both the Information Banner and the Access Notice back to normal. The banner change took, but the access notice refuses to be changed or turned off. I've tried both. I've tried changing it using the built in Admin as well as an sso admin. I've tried changing it by logging in via :7443/arcgis/home. I've tried changing it via multiple browsers. The portal UI always says it works, but it never sticks.

Even more strangely, if I open a different browser and immediately test after changing, the change will stick for a few seconds before reverting back to the predomain change notice.

Has anyone encountered this before? I'm about to test changing it via the /sharing/rest api in my DEV environment... but this was strange enough I wanted to share.

So... Esri Customer Care found a work around to allow us to turn off the Access Notice. This isn't a permanent fix, as messing with it in the portal interface will turn it back on to the original stuck message. And we still do not have the root cause. But this work around at least allows us to turn it off.

Using the dev tools, you can find the "update url" that is hidden in the normal portal/sharing/rest update area, and you can then go in and change the Anonymous Access Notice "enabled":true to "enabled":false. And that turned off the access notice. If we did anything else, it just returned to the stuck message. Clearing it out, clearing empty fields, all those things returned it.

They also weren't sure why the update on the portals page didn't include the "Anonymous Access Notice" update option.

You had to go directly there via URL:

https:// <yourportalurl> /portal/sharing/rest/portals/self/settings/update/

Hopefully this helps someone else if they run into the same issue.

Here's a fun wrinkle... when I compared the access notice in the sharing/rest api, it's under "anonymouseAccessNotice:". And even though I have an access notice set up in both of my other portals, it doesn't show up there at all. It just skips straight to authorizedCrossOriginDomains:.

Have you tried running the Update operation with the Clear Empty Fields enabled and the Access Notice emtpy like below?

I have not... and since this is our production environment and a low priority problem, it doesn't rate any special overtime. So I'll have to wait to try any fixes that require a snapshot and possible down time till the next maintenance window.

As to the specifics, are you suggesting I just run the update with "clear empty" fields checked? Or to try and force the json change in the portal properties, and simultaneously run the Clear Empty Field

I am saying to empty the "Anonymous Access Notice" and enable the "Clear Empty Fields" and then Update the operation.

The update operation does not cause Portal restart.
