How to fuse two shape markers together for symbology?

hi all, was wondering if there is a way to fuse the red x and circle together to make one standardized symbol.

I have an offset distance formula in place to move around one of our water control valves, so it would be easier to see the features behind it. thanks  ! GJ

If I'm understanding you correctly, you can apply a global offset effect so you only have to apply the offset once, instead of to both symbol layers.

Otherwise, you could save your symbol here to a style, then  apply it to one symbol layer using the "insert shape from style" button under the appearance group in that screenshot.
