I have performed a fresh installation of Portal for ArcGIS 10.8.1. However, when creating a new Portal site, the process takes an unusually long time to complete. The site creation has been running for more than 5 hours without finishing.
The root cause of the issue was the high response time from the storage system, which caused delays in processing requests.

Is it possible that it's already completed, but not showing as completed? If possible, could you send a screenshot of the progress window? Also, any chance that you're able to open the browser console, any requests showing that it's still in progress or is it not sending any new ones?
Final thing I'd check, is accessing the portal page at the https://<your_portal_fqdn>:7443/portal/home or similar, it may already be ready to roll!

Would you not want to use a more current version of Portal than 10.8.1 as there are the 11.x versions and 12.x is also out?
Interesting, so if this is a brand new install, would you be able to attempt a reinstallation of the Portal? Also is this the first attempt or have you attempted before?
I would triple check the ports being opened and everything's able to communicate between the Portal during the installation, along with keeping the browser console open to verify you're able to see the Portal checks progressing.

Have you opened all the required ports, and are you using any antivirus software?If antivirus is installed, I recommend applying the necessary exclusions before creating the site.Also, do you see any errors in the browser’s Developer Tools?

I agree with @MichaelVolz . ArcGIS 10.8.1 is fully retired in 2 months, 08/01/2026. Besides the imminent retirement of that version, there are also practical issues you will run into. Although it may technically work, trying to publish GIS services from ArcGIS Pro to older versions like ArcGIS 10.8.1 will lead to problems. You won't be able to publish GP services, and there is risk of corrupt or unexpected results in map and image services.
After the process completes, the following message appears.
The message you are getting is clear that you cannot upgrade directly from 10.2 to 10.8.1. Instead you need to do an internim upgrade to 10.3 and then upgrade to 10.8.1.

Any active Antivirus software running? This is a common issue, especially wit the Portal Setup/Config.Are you in the process of a migration? If not, you should definitively(!) use a recent, supported version of ArcGIS Enterprise.
Is this a fresh installation on a machine that previously had 10.2 installed? If yes, it's possible that the Portal installation is still trying to use the 10.2 Portal content directories, even though it is a "fresh" 10.8.1 installation.
If you are doing this to try and get around the 10.2 to 10.8.1 upgrade limitation, then that will not work.
If it is truly a fresh installation and you do not need the old content directory, I recommend deleting it or selecting a different directory when doing the install.
