Map Service Layers Failing to Load for Public

Question

My organization is experiencing an issue where map service layers do not load for users outside my organization's internal network. It doesn't seem to be a permissions issue, as public users are not prompted to login, the layers simply do not load. I suspect something's going on with ArcGIS Server, but has anyone else ran into this issue before?

Update: our IT department seems to have fixed the issue, still waiting to hear how they did it.

We don't have any Enterprise Portal, but yes, we do use ArcGIS Enterprise. The map services are shared in ArcGIS Online using the REST urls from ArcGIS Server, and added into our ArcGIS Online webmaps from there.

Since this is a public layer, would you be able to link it? I can see if I can navigate to it myself. Also, would it be possible to create a test layer that is also public? It timing out sounds like some sort of sharing problem or some sort of publishing issue, but since you can access it internally, then it kind of disuades that.

You mention ArcGIS Server, are you attempting to share this from an ArcGIS Enterprise environment? If so, this definitely makes a bit more sense. There are quite a lot of moving parts when it comes to sharing outside of your organization, and I'm sure that one small thing may be preventing you from doing this. Let me know if that's the case, I have quite a bit of experience working with that situation.

The only way I have to simulate public access at the moment is through mobile data on my phone, and I don't think I can pull up the Developer Tools like that. However, going directly to the map service rest url gives the typical page:

"This site can't be reached [url] took too long to respond Try:Checking the connection ERR_CONNECTION_TIMED_OUT"
