Is it possible to set the wander extent used by the location display? I need to make it much smaller...

Aaah sorry. That feature isn't available in 10.2.x
Sorry, we are using 10.2.7, and that option doesn't seem to exist?
Yes. Set it closer to 0:
mapView.LocationDisplay.WanderExtentFactor = 0.1;
