Analysis Tools: Multiple Ring Buffer: Don't dissolve on the Rings Option

Currently, when you use the Ring option, rather than the Disk option for Multiple-Ring-Buffer , the output gets dissolved by buffer distance. 

Please change this and add a separate dissolve parameter.

Here's a (lightly tested) user solution to this issue, but it should still be fixed on the Esri side.
