Trigger Update Data For Hosted Feature Service On Schedule

Hello,

We have a Hosted Feature Layer that was created from the JSON at this location: avo-vsc-ash.wr.usgs.gov/ash3d-api/mapApi/geojson/avo-vsc-ash.wr.usgs.gov-1094185/DEP?units=english

I want to run 'Update Data' with an 'Overwrite Entire Feature Layer' parameter like you can on the item page in portal on a schedule. I can't figure out where or if this function exists. I thought about publishing a Geoprocessing Tool to ArcGIS Server that gets scheduled for this purpose, but I can't figure it out.
