Within a web map: Set More Tools dropdown to open/expand as the default when dashboard launches

Question

Is there a way to set the More Tools drop-down to open as the default setting in a web map? I am using the Dark Theme along with a Dark Gray Canvas map, and it is difficult to see. I know I can change the Foreground color to darker/lighter to make it stand out, but the client wants this color palette.

Looks to me like it is open by default in ArcGIS Online and not in ArcGIS Enterprise 11.5. Is there a setting we are missing?

I feel like open used to be the default and something changed so now you need to click the drop down. Not sure how to change it, but I'd like to do the same.
