Image in elements layer not displayed when setting WKID without a mapservice layer

Question

Scenario:

Dynamically displaying an image in an Elements Layer before loading any mapservice when dynamically setting the WKID and the coordinates of the image.

When the Extents and WKID are set dynamically in code, the image in the elements layer is not displayed.

But if a mapservice layer is also loaded dynamically in the code, then the image is displayed.

Configuration:

 VS 2010 Ultimate
 Microsoft Silverlight 4.0
 ESRI Silverlight 2.0 beta

This is a known limitation. ElementLayer requires a basemap to work.
