Rendering Points above an Imported Image

I am trying to create a figure where a site map is overlain by boring locations. I have already converted my KMZ to points (boring locations) and imported my site plan layer as an image. The issue I have is that the points are rendering underneath the site plan, meaning that labels/symbols are blurred by the slightly transparent image. Reordering the drawing order to put the Layers map frame (which contains my points) above the site plan means that the site plan is invisible due to google imagery rendering atop it. Is there a way for me to get the image layer into the Layers Map Frame so that I can have the points render above the map?

Took a bit of messing with but I was able to georeference the image on an empty map, then copy and paste it into my layout. Assuming my image/site plan does not have a coordinate system associated with it, do I always need to georeference in the empty map tab, or can I mess with it in the layout? When I tried to georeference in my layout, I was able to click "georeference", however the ribbon did not appear. Some googling leads me to believe that this is because the image and layout dont have the same coordinate system.

It sounds like you're stacking them in the layout?

can you add the site plan image to the map and then georeference it? This will allow you to put the site plan between the point and imagery layers within the map and easily add transparency.

Otherwise, split the map into two maps, one with no background or Basemap and one with the imagery. Then stack them in the layout. But this is a less standard approach.
