Hover over pop-up in ExB?

Hi, does anyone know if it's possible to create a hover over pop up for map features within ExB? It's possible within some of the instant apps and it would be great to replicate the same within Experience Builder.

It could be done with a custom widget, but there's no On Hover Action Trigger in the Online/Enterprise versions.
