When the TLS Update is implemented in February 2019, does that mean that the WMS OGC Web Service will need to be https?
No, you should be able to continue to add WMS OGC Web Services over HTTP.
However, you should consider changing the server to communicate over HTTPS as many browsers no longer support communication over HTTP. This is becoming an industry standard best practice.
