how to make aerial photos unselectable?

I listed the contents by editability. I unchecked all the individual photos - they all have red circles with white exclamation points next to them, but the links are not broken. When I try to select a topo line on top of a photo, for example, even if all the photos are unchecked, the photo still selects and I can't select the topo line I want.

Hey @LesleySneddon 

Would you be able to try and go to this menu here:

Once inside of that menu, I would attempt to uncheck the boxes of the images you would not like to select. That should help out! To get away from the red exclamation marks, you may go back to the Drawing Order, or the far left item in my screenshot.
