I'm using ArcGIS Pro 3.3.0 (updated) on Windows 11. I'm working on some layouts and thought I was going crazy, but for some reason the legend is adding random copies of layers displayed in the map frame. These extra copies don't exist in the map...so it feels like a bug. I've already tried deleting the legend and creating a new one and it's happening again. I've restarted computer/Arc. I have layer visibility turned off in the legend settings. Some of the layers can be toggled off, but some I have to right-click > remove, and then several items will disappear from the legend. I've included screenshots of the legend panel, the map frame panel, and what the legend looks like. This is driving me nuts and I feel like this started after the recent update...

A fix for BUG-000167906 A legend item element gets duplicated when copying a layer from a map frame on one layout to another map frame on another layout is available with the 3.3.2 patch for ArcGIS Pro and future releases.
ArcGIS Pro 3.3 patch 2 (3.3.2) is now available for users to download from My Esri.
Unfortunately, we could not address a separate legend item issue, BUG-000170439 Unassigned layers are unexpectedly appearing in the legend of a duplicated layout when reopening an ArcGIS Pro project file (.aprx), in time for the 3.3.2 patch. We have fixed this issue in version 3.4.
There are several key differences between BUG-000170439 and BUG-000167906.
Though I’m currently not aware of any other issues concerning unexpected legend items that does not mean there are no outstanding issues. If you are still experiencing issues with unexpected legend items, please let us know. Commenting on the Community site is always helpful. Even more helpful is contacting esri support (https://support.esri.com/en/contact-tech-support). Getting steps, and data if needed, to reproduce an issue is vital in understanding the issue, fixing the issue, verifying the fix, and incorporating the scenario into out testing and certification framework.

Hi Tom, do you have any information on BUG-000167906 you could provide? My staff is seeing this same behavior. Here's an explanation of the issue we are seeing: "I can retest this and give you a more detailed answer in a bit, but the TL:DR is It's some odd behavior ( lol) that occurs when you have multiple maps and layouts in the same Pro project. If you copy and paste data from one map to another, the data shows up in duplicate in the legend items and you cannot uncheck or remove it from the legend items. E.g. Project has Map A + Layout A and Map B + Layout B. Map A has a Cities feature class that is symbolized the way i want it. I copy Cities to Map B. When I look at the Layout view, the Legend items now have Cities twice, and the second one cannot be unchecked or moved up/down the legend."

I tested the basic scenario adding the same feature class to a map that is different than the source map of the legend. With 3.3.1 I can reproduce the duplicating legend item bug. The fix for this issue should be available with 3.3.2 (along with 3.4). I can confirm the fix also applies to using the Catalog pane to add layers.
Hi Tom, We are using Pro 3.3.1 and experiencing this problem with items being added to a legend, except we are seeing it when adding data from the Catalog Pane or using Insert Data button. Specifically, our issue occurs when a feature class already exists in a map frame and has an associated layout with a legend and the same feature class is added to a different map frame in the project. Then the original legend has a duplicate item and as FourCornersMapping describes, removing the duplicate item from the legend, removes both items from the legend.
Can you confirm that the bug fix also corrects this issue with adding data from the Catalog pane. Let me know if you would like more detail on the steps to recreate this issue.

I dunno what to tell you, but it's still happening in 3.4. Just upgraded & restarted. I feel like contacting support at this point after so many versions having this issue is not really going to be productive (I also have to go through my administrators to submit anything to support). And it's really unhelpful to have to resort to removing my layers/geodatabase selections & adding them back every time this happens. Any insight into additional patches?
@TomBole Well, I just upgraded to 3.4 and the issue remains the same.
Just upgraded to 3.4 after it was suddenly doing this with a polygon layer in 3.2. No change after upgrade, same issue, same problem. Major issue with it is that I cannot move legend items to different levels because of this, so I can't have my polygon layers listed above another polygon layer for list consistency. Very frustrating!
I am having the same issue. My work-around was to remove the layer from the map and then add it back again. This worked to remove any bug associated with the layer that was in the map. A fresh copy of the layer worked great.
This workflow seems to work for me as well. I keep a blank project open behind my main production project, then i drag the layer that is duplicating in the legend into the blank project and remove it from the production project, all the copies disappear form the legend. Then I copy the layer in the blank project and paste back into the production project and add it to the legend (I have syncronization to new layer turned off) and it gets added to the legend as a single instance, then I just have to re-set its legend properties.
this kind of worked for me, though i just had to uncheck "layer visibility" and then the legend rebuilt itself without the duplicated layers. Not ideal, but helps get a map out the door after some extra work cleaning up the legend.
I'm using 3.2 still, but get this problem often. I tried deleting and repasting in the legend, but that didn't work.
However, I did have luck after changing the Map frame for the legend to "None" then back to the map I'm using. All the synchronize with map options were checked.
Tom, in order for me to get a bug request thru our intermediate support vendors to ESRI they say that ESRI require them to be able to reproduce the event. Which basically means I need to reproduce it
This is a great way of NOT collecting data\information on bugs!

That happens to me on almost every map too. I have to remove the offending layers from the legend and add them again. Of course, doing that usually duplicates them in the legends of other layouts in my project. It's a game of whack-a-mole.
In case anyone working on this case needs a visual of what is happening, I made this screen recording. It shows not being able to toggle off the duplicate layers for two different features in the Legend ("Proposed Project Extent" and "Surface Management Agency").

A separate issue - BUG-000170439 Unassigned layers are unexpectedly appearing in the legend of a duplicated layout when reopening an ArcGIS Pro project file (.aprx) -was recently reported the pre-dated 3.3. The key step to reproduce this issue was to remove legend items from the original legend before the copy/duplication of the layout or legend.
Do you recall removing legend items from the legend as part of your workflows when you ran into issues with the legend? If not, we may have another scenario-specific issue.
We've made a pretty low level change in the code that handles source map/map frame pathing when duplicating layouts, layout elements and resourcing map frame and other layout elements for Pro 3.4. We believe this should resolve outstanding legend issues.

@TomBole Actually you are right I checked and I couldn't repeat the symbology issue. But it's because I thought that's what it was and it was actually the opposite. You know how I said I thought creating a layer style was the solution? Well actually it's compounding the problem. I created a layer style for a specific layer. And now everytime I add this style to a map it's duplicating/triplicating legends in other maps. Not sure if it's just the maps where I also added this layer or ALL the maps in my file. But now I went back to the original map that I used to create this layer style and the layout associated with this map now lists this layer the number of times I've added this layer style to other maps.
As you suggested I will go ahead and report a bug, I haven't done this before but I shall try.

I was unable to reproduce the unexpected duplication of legend items by saving the associated layer's symbology to a style. Applying the style also worked as expected.

Thanks Tom, I found this string of comments after experiencing the same issue. I am quite certain that there are more users with this problem but it took me almost an hour to find this thread. I am grateful that it will be included in the next update! Until then, I have a blank working map that I remove and add layers back into the map I am exporting to resolve this issue. This is working for now it just takes more time.

We are also following up on a bug that the layout team has recently became aware of: BUG-000170439 - Unassigned layers are unexpectedly appearing in the legend of a duplicated layout when reopening an ArcGIS Pro project file (.aprx). We believe this issue is different than BUG-000167906 and has been around for a number of releases (FYI @BrianMcAuslan1). We are currently investigating this issue and I will post when I have more information.

I wanted to add that as I was trying to get around this issue instead of copying layers from one map to the next I tried exporting the symbology (saving the symbology for a specific layer to my styles) and then when I did this and then went back to the specific map the item had been duplicated! So I guess this also happens when you save symbology?
So I am back to my only work around to avoid this that is succesful so far has been to share the layer as a layer file and then just add to individual maps. Thank you.

The "duplicating legend item" issue that has been resolved for Pro 3.4 (and hopefully available with 3.3.2) was introduced at 3.3 (released this past spring). That you've been seeing an issue as far back as 9/21 leads me to believe that your bug is not the same as BUG-000167906 A legend item element gets duplicated when copying a layer from a map frame on one layout to another map frame on another layout.
We might get lucky and the fix for the scenarios outlined in BUG-000167906 also addresses similar scenarios we did not know about and specifically test against.
Do you know if your local support reported this to Esri Support? If so, is there a bug number or incident number for reference you pass along to me? It would be good to get your scenarios and see if the fix for BUG-000167906 will also work for your scenarios.
@KevinN_CSJ - I cannot reproduce the issue with the steps you provided.
Here are the steps I took:
1. Opened a project with a layout, Layout A and 2 maps where one map (Map A) has layer A and another map (Map has layers A and B.2. Opened Layout A (with a map frame pointing to Map A).3. Exported Layout A 3 times to .png output type.4. From the Catalog pane, right-clicked Layout A and duplicated it using the Duplicate command from the context menu.5. Opened the new duplicate layout, Layout A1.6. Selected the map frame, opened its properties and changed the source map from Map A to Map B.7. Activated layout A.
I did not see any unexpected legend items in Layout A. Without more information I cannot reproduce your scenario and cannot verify that the fix we made for 3.4 and for 3.3.2 works in your scenario.

Hi, I have been having experiencing this issue for many years. I traced my emails back Mid September 2021(it was happening prior to that!) where my email was called "copy paste layout and ever expanding legend " . This has been incredibly frustrating. I have had multiple calls/interaction with our local support. provided examples and workflows to repeat and every release it seems to reoccur in a slightly different form.
@TomBole Just to keep this going with new info, I just had this bug occur in a different way. With a map using several features from a network gdb I have a layout that I have exported to .png several times, then in the catalog I duplicated it to make a second layout with a different map. When I went back to the first layout one layer was duplicated about 10 times in the legend with the same symptoms described here. I was able to delete the layer from the legend and re-add from the map frame which fixed it, and I tried the workaround suggested before by @HollyTorpey_LSA , I'll report back if it happens again.

Is there a fix for this bug yet? This really affects workflows where there's multiple layouts in a pro file and you copy a layer from one map to others. Multiple layouts are affected as the legends of all the maps where an item was copied are duplicated, actually even more than duplicated. If I have a layer that I copied to say 10 different maps, then I have legends showing the item 10 times, in 10 different maps.
How's it looking for a bug fix on this? It's time-consuming because every time I remove and replace a layer I have to redo any customization in the properties pane.

This problem also occurs when there are layers with the same name.In that case, the legend for the topmost layer with the same name will be added, not the legend for the layer you copied.If you try to move the legend added to the bottom up, it will multiply even more.
This has been happening to me as well for the past few months or so. I just want to state it is not on just shapefiles but for GDB Feature Classes as well. Sounds like there is a fix coming but wanted to make sure it was known that this legend replication bug seems to be related to any type of layer added to the Legend for a Layout map which happens to be in an ArcGIS Pro Project with additional Layout maps accessing the same layers.

We've been testing a fix to this issue and so far things are looking good. Hopefully we will be able to provide the fix in the next 3.3 service pack. We are still evaluating the risk of including this fix into the service pack and testing the fix in general. I'll post once I know for sure it is in the service pack.

An update. There is a logged issue - "BUG-000167906 A legend item element gets duplicated when copying a shapefile from a map frame on one layout to another map frame on another layout." Though the title is specific to shapefiles I no longer believe the problem is specific to shapefiles. I've been able to reproduce with file GDB data.
The key to spotting this issue is that the duplication is done on the legend pointing to the map frame/map that you copied the layer from and not legend pointing to the map frame/map you pasted to.
Now that we have a reproducible case we can get our developers debugging the issue. Hopefully the fix is straight forward and one that can be included in a service pack. Of course we need to gather more info before making a call on the service pack.
I want to thank all of you for reporting this issue and providing as much information as you could. Special thanks to those I had the pleasure of meeting at this years UC and troubleshooting this issue in real-time.

Not that it's a real solution, but unchecking "New layer" and "Layer visibility" in the "Synchronize with map" section of the layout options seems to prevent the behavior.
My intention isn’t for this comment to sound as snarky as it may, but stuff like this is why Pro updates (and the dependent functionality with server and services and field types, etc.) are so frustrating. Big fancy things are going to be talked about at the User Conference. The reliable functionality of necessary things to a map like a legend … not so much.
Same issue here. A duplicate layer was added to the legend (after I made some edits to the layer) but there is only one of that layer in the map. See the parking layers below, the top "Parking Garage" and "Parking Lot" are the original layers, and the duplicate layers are at bottom, which also show the heading.
When I attempt to toggle off the duplicate layer in the legend, it stays checked in the legend items and also remains in the legend, but the original layer is turned off and removed from the legend.
Removing the duplicate legend item also removes the original item.
The only solution I've found is to remove the item from the legend and drag it back into it from the TOC.
I'm having the same issue that other users have described here. I'm using ArcGIS Pro 3.3.0 on Windows 10. I am working with locally stored shapefiles. I set up my layout the way I want, then export. The exported .jpeg looks correct. When I return to the layout in ArcGIS Pro, many of the layers have been duplicated within the legend. If I try to uncheck these layers in the contents panel, the checkbox will not uncheck.
I see this issue has been under discussion for several years, but I saw that it is usually occurring with hosted or online layers. Is it a known issue with local shapefiles as well? Thanks,

I understand and appreciate everyone's frustration with this issue. Obviously something was missed in testing and certifying the software release.
Currently we do not know what was missed. That this problem is intermittent makes it even more challenging. That is why it is important to gather as much information as possible. It increases our odds of reproducing the bug. We can't really fix a bug until we can reproduce it and then validate the fix. Otherwise, we are just guessing at the solution.
I'll alert the others on the Layout Team of this issue. Hopefully we can track this down and fix it.

I met with tech support yesterday and they were able to confirm this is something they've observed on the backend and it's occurring intermittently on versions back to 3.0. So they're working to have a fix to this included in the 3.4 update. Unfortunately there is no ideal workaround since it's an unpredictable problem. My plan is just to make manual legends when it happens. 😣
Same issue with me and everyone on my team that has upgraded to Pro 3.3. I don't want to contact support and spend hours doing a bunch of troubleshooting steps with them, but it may come down to that. It's a very annoying issue for sure.
This isn't limited to any specific type of layer and it wasn't an issue on Pro 3.2.

It is adversely affecting the layout because other layers were also replicated and I couldn't turn them off without removing them entirely from the legend. I'll go ahead and reach out to tech support.

The comment- "When he tried to to turn off one of the layers, it wouldn't let him uncheck it." - sounds like a known issue with resourcing an empty legend to map that has an ArcGIS Map service layer, or WMS layer. This will also duplicate the legend item. I have not seen this behavior with non service layer types.
Since the scenario you outline makes it seem that the issue does not occur until after exporting I would treat your issue as a separate bug. I ran a quick test with 3.3 and did not see any legend item duplication issues with non service layers.
Doesn't mean there is not a bug. Just means I need more information to reproduce.

We're having the same issue in Pro 3.3, and not only with vector tile services. One of our users just reported this today with a polygon feature class. He had exported his layout and then when he returned to his project, he noticed the item was duplicated in the legend even though the layer only appears once in his map. When he tried to turn off one of the layers, it wouldn't let him uncheck it. I let him know that I've experienced the same thing multiple times since updating to 3.3 and the only resolution seems to be to remove both copies from the legend and then drag the layer back up into the legend again.

Thanks for the screenshots. The duplicate items listed in the Contents pane under in the legend appear to be from the "Human Geography Map" basemap. The layers belonging to this basemap are "Vector Tile Service" layers. Fortunately it does not appear that the "extra" items under the Legend in the Contents pane is adversely affecting the legend drawn on the layout.
There is a known bug concerning this type of basemap layer and the items listed under the legend node in the Contents pane - see https://support.esri.com/en-us/bug/base-maps-are-listed-in-the-arcgis-pro-layout-legend-in-bug-000167164.
