ArcGIS Server 10.8.1 not able to create Site

Question

When trying to create site in ArcGIS Server 10.8.1 it gives following error.

unmarshaling return header; nested exception is: java.io.EOFException

It creates config-store and directories and writes files in it before giving this error.

After that it gives another error
Access to this resource is not allowed /arcgis/rest/admin/reinitialize

Any idea how to fix it?

I could figure it out.

It turned out that Arcgis 10.8.1 linux installation script had setup wrong owner and group for folders and files. Once I changed the owner and group to the user under which server was running, it worked.
