Is anyone else having this issue? Rebooted server service, rebooted server machine, the service remains unable to start up, and we are unable to publishing anything to the data store.
I actually just went ahead and pulled the plug on 11.2 today. We rolled it back to 11.1. Guess I learned my lesson about Short Term Releases. Our server basically became unresponsive today and no amount of rebooting services or machines could bring it back. I tried a repair using the installer, we tried to roll back server updates that happened this week, nothing.

Did this occur after it was working, or has the PublishingTools Service never worked? I was also curious if this is after an upgrade from an older version of Enterprise and if any logs or error messages are produced that I can check out.
I would firstly check the permissions on the service and ensure that you have access to the Service as well, it could be that a permission set has changed or someone has locked a service account possibly!

I'm sorry to hear that, my company is in a very similar situation where 11.2 seemingly had broken quite a few things. We plan to roll back here soon as well, so hopefully everything continues working for you!
Everyone's Enterprise deployments are unique, which could be basic to complex. Which makes the solutions varied. There are a couple of things that could have occurred, without an Esri Support analyst combing over your deployment and error logs, I can only provide broad suggestions.
