It sounds like your network dataset is still having problems.

It could be a connectivity issue where the streets aren't actually connected at intersections. This seems likely given what you describe. The cause could be either a geometry issue or a network dataset configuration issue.

You would probably benefit by running the tutorial about creating network datasets: https://pro.arcgis.com/en/pro-app/latest/help/analysis/networks/how-to-create-a-usable-network-dataset.htm That will help you make sure everything is in order, and it's full of link to pages with more information about each network dataset concept.

The message is telling you that you need to run the Build Network tool. That tool integrates any changes you've made to the network dataset's source feature classes or the network dataset properties into the internal logical network. It's an additional step you have to take after creating or editing a network.

If you have run the Build Network tool and you're still getting this error, it's possible that the build process generated build errors. The tool would have given a warning with a path to a text file where the build errors are listed. If all the edges failed to build for some systemic reason, you might still see the error about the network having no edge elements. In this case, you should carefully examine the build error file and correct the errors.

Yes, that seems to be the case, for that I thank you. My knowledge on making the Service Area is rusty at least. Hence my other question - despite being connected to roads, the points generate very small polygons with the error "WARNING 030247: One or more break values could not be reached by one or more facilities.". Do you have any articles or solutions? The facilities are snapped to the road.
