New Notebook button unavailable

I am trying to create a new notebook, but there is not an option to do so. I am a GIS Professional Advanced user and have a publisher role. Any help with why I cannot create a new one would be appreciated. Screen Shot 2023-11-30 at 8.41.41 PM.png

Can we confirm if this is happening on other browsers and if it returns after clearing the browser cache and cookies?
