Webmap legend

Hello, I am trying to create a webmap with Terrain Hillshade data, but unfortunately I can't scale/legend that autoscales in step with the resolution increase as you zoom in? The legend there seems to stay the same. Is any solution to fix it? Thanks.

Same area on the pictures' below but different scale.
