How to deauthorize offline named user on formated PC

Question

I have a named user that logged in a PC using offline permission. The problem is that that PC needed to be formatted because of other OS problems but the offline permission was never deauthorized. Now the named user cannot log in ArcGIS Pro on any other PC because it is set for offlien use in a PC that does not exist anymore. How do we clear this?

Short answer: get in contact with your local Esri distributor and ask for the license lock to be released.
