Best Geodatabase to use for small organizations

Hello, 

I am from a small organizations and I am trying to design a central database for our GIS Data for our planning department and other departments in the organization. Initially, I have created a File Geodatabase to organize the data. I am looking for ways that allow me to manage the data and maintain it in a consistent form. And manage user access to the database.

Any suggestions on how to do that, or is there other options will be better to implement?

PostgreSQL is free and you will only need to buy the ArcGIS Server Basic License to get access to the ArcSDE Geodatabase License File to be able to create an Enterprise Geodatabase in PostgreSQL, another option is to use SQL Lite Geodatabase, but that is not scalable for enterprise use, and SQL Lite Geodatabases do not support all the Geodatabase Features, hence the suggestion is to go with PostgreSQL Geodatabase to reduce the cost.
