How do I create target profiles in Business Analyst Pro? I am able to do it Business Analyst Desktop.

You can create Target Profiles via the Target Marketing guided workflow in ArcGIS Pro. The Target Marketing toolset also provides several tools to create target groups and segmentation profiles. Please note that Target Marketing and Target Profile creation requires locally installed Business Analyst Data with Segmentation Data licensed.
