Pop-up info windows are not moveable in Web App Builder. The info window appears on top of the information.

Unfortunately in Experience Builder the Feature Info widget can only be linked to one layer at a time. This is a major limitation and not really a replacement for docking popups.
@BWiltshire Unfortunately, this won't be available in Web AppBuilder at this time, but we were aware of the need and this is now available in Experience Builder.
You can use the Feature Info widget to display feature attribute information and place the widget anywhere in your app, or you can use the web map's pop-ups which can be docked.
