Is it possible to import an annotations/labels file into Insights Desktop?
The use case is to use annotations on top of a density map.

Do you mean an Annotation Feature Class from ArcGIS Pro? That's not currently available in ArcGIS Insights.
You could however create a custom basemap and then consume that within Insights and apply a transparency to the density map.
