How to copy rasters from geodatabase to another

* In ArcPro open both a catalog Pane and Catalog View
* Open the source in one the target in another
* Select all the rasters in the source
* Drag and drop the source rasters to the target rasters

Have you tried the Copy Raster geoprocessing tool?

Are your rasters contained in a geodatabase as opposed to files on a local drive or a network share?

Are you using Image Server to serve out your imagery?
